I've been paying for telstras 200gig ADSL2+ liberty packages and I haven't ever gotten passed 1.5mb/s, is this a good and average speed? Or should I be getting faster than this? I live approx 1.4km from the closest exchange

yes, what mattgal said. To make things confusing, most ADSL speeds are quoted in Mbits/s when you sign up for a plan and when you download things on your computer, the speeds are measured in either Kbytes/s or MBytes/s.
1Mbytes/s = 8Mbits/s. so IF you are getting 1.5Mbytes/s, that would be equivalent to 12Mbits/s. I am not sure if that is good or not by Telstra standards, but that would be faster than what I am getting on TPG.

I am at 1.5K from the exchange and sync at 11mbps download. This translates to about 1 MB/sec actual downloads. 1.5MB/sec actual data download speed is pretty good for ADSL.
do you mean 1.5 Mb/s (Mbits/s) or 1.5MB/s (MBytes/s)? people often confuse the two and there is a significant difference
what are the sync speeds and snr reported by your adsl modem
