  PS: Somebody on the site also mentioned that Paragon is giving away free licenses on this page…However I am still yet unable to find the download link to the actual software.

  I don't think Paragon actually host a downloadable version of Drive Backup 9 SE. That page looks as though it's meant to be use with copies of the SE version that occasionally come included on magazine CDs.
