If i buy an ipad using apple store app, can i use itunes balance?
If so i can buy few gift cards with 25% off and load them

And buy it for with 25% off

No. You can use it to buy stuff on any of iOS stores (iTunes, App Store, in-app purchases through Apple) including iTunes match.

You can't, either everyone would buy iPad and iPhones at 50% off. It will never happen as long as there is iTunes credit discounting.

Sooo go to a Harvey Norman 2 for 1 sale, buy $400 credit for $200 and than use it for an ipad. Common sense…

Go to OW with a 5% price match takes it to $190.
