I've been using this service for a while. All registered members of the Sutherland Shire library network are eligible to download three free MP3 tracks per week. The music database is not very extensive, but does have a lot of good artists (Foo Fighters, Pearl Jam, Johnny Cash etc).
The tracks seem to be sourced from the Sony music catalogue, so here is a guide to what you can download:

This is available on almost all the Melbourne Libraries,
You do have to be registered at the library and most in the west of Melb are digital tie ups with the Bolinda collection.
Very selected book, not as diverse a collection.
Available in WA too, been using it for months with the Freo Library, seems to be only Sony Artists
