Country Specific Steam Key?

Are Steam keys locked to certain countries, that is it will only activate if you are in that country?

Thinking about getting Total War - Rome II key off this website which has it on sale for $44.99 (It is currently $79.99 on Steam).

As far as I know they are international.

some russian ones have to be activated by a VPN…. other than that ive never had any issue.

There is 2 types of region locking on steam, one is by country activation and the other is by country lauunching & activation. Both only apply to russian copies.
