Try kphsports.com.au. They're located at Vermont so you can just go pick them up. Great service and products there.
I've found it is getting harder to find them in store. Dont know about melb but in sydney we never found any in rebel, pauls, or even kmart(they supposedly have cheap ones). Every now and then we find a pack of 10-12 for less then $5 at stores like Red dollar (or is it Hot Dollar?) and the small chinese discount stores.
If you only want children's quality (not suitable for formal play) shuttlecocks then I found some $2-3 a pack last week at Parkway Shopping Centre(Cnr Thompson Road/South Gippsland Road) Cranbourne North; a little Asian cheap gift shop there. Sorry I do not recall the name but there is only one of these "cheapy" shops there. Perhaps ring the Parkway Shopping Centre management for name of shop and contact them to ensure they have a supply left.
I bought some unusual, but real, feathered flights from Asia from eBay recently but have mixed feelings about them. If you are this way and desperate I could part with a few of those, so contact me if interested.
have you try checking the website of the badminton org for melbourne? you may find that there'll be regular clubs/suppliers that also sell decent grade badminton gear at real world price (looking up through a telescope at Rebel's)
