I find it cheaper to hire car in australia from the non-australian budget website.

I've done what you suggest with no problem and better rates. Also pays to try different discount codes. I found by joining AARP in the US their discount codes worked well for me.
I typically use ARGUSCARHIRE.com.au. Most of the time they have the best deals and CLEARLY display what's covered and what's not. eg I booked car hire in the US and as an Australian resident (which you select) I got FULL Cover and 100% Excess Waiver etc.

You can either pay online for a cheaper rate or pay when you can pickup. As said above, there should be nothing stopping you purchasing the car hire.
They don't have extra charges for drivers under 25 either.
Nothing technically stopping you from doing so, however beware that minimum insurance requirements for car rental is different from country to country because of different laws prevailing in said countries.
For example, car rental prices in the US are advertised without any form of insurance cover. This is because US residents who already own a car or have a rewards credit card will have car rental insurance coverage included in their already extant policies. That isn't the case for Australians (even if your credit card includes travel insurance excess protection, that won't help you in the US where they use a different type of insurance - LDW and SLC).
