Anything you do on their premises is their business, and they might ask you to leave, or otherwise cause a scene. And I'm guessing you don't want to draw attention to yourselves, given you'll be carrying a few thousands bucks out of there.
They can ask people to leave, but suggesting that people pay them fees is a ridiculous statement. In fact this might go against them as it appears to be sanctioning such behaviour for a fee.
However if the deal goes sour and the police are involved, it might be tricky/embarrassing to have to ask the bank to disclose the videos.
I'm not suggesting you pay a fee to do a private deal. I meant the bank would rather you do it officially (on the books) and pay them a fee, rather than do it privately and not pay a fee - especially if you are making the deal on their premises. Hence I am advising the OP that the bank might make a scene, in case OP hadn't already considered that risk.
The likelihood that the bank will object to a couple of people exchanging things between themselves is low. How do they know it's not for example, a mum and daughter swapping currencies ahead of a trip? They won't want to antagonise (potential) customers.
However the video cameras may be less of a protection than supposed, as I've already pointed out. They may decline to provide any help in that regard if things go pear shaped. The video cameras are for them, not for customers.
If the notes (euros or aud) are found to be fake, you can report it police. Police would ask bank to provide cctv details to catch the criminal. So they can not decline.
I have plat credit card with NAB, been gold savings client (whatever that means) for last 10 years. Have homeloan with Ubank… so i think I give them enough money…

Just a thought…I'm not sure if the bank will appreciate you doing a private deal on their premises without paying them the fees that usually come with such a transaction…
