Using Telstra Pre-Paid Credit on Google Play Store

If I buy this: http://idroid.net.au/telstra-30-pre-paid-sim-starter-kit can I use the $10 credit all on the google play store?

I would have thought you'd need to do an initial recharge first to go one of the plans? Then after it should be ok. Perhaps one of those supermarket deals is better? The $30 packs for $10. Then do a $30 recharge on a cap+ offer and you can still use $30 credit on google play.

Your point about needing to recharge first sounds likely marquise, but can anyone confirm?
I bought a recent deal Huawei Ascend Y201 solely to use as hotspot and wasn't even going to go to the trouble of activating the included Telstra sim. If however the initial credit does allow the buying of a few apps from the Play Store I'd also be interested to know exactly how the process works.

You browse the Google Play store from your phone and there will be a option to bill Telstra.

No you can't. This $10 credit is calls and text only.
You need at least a $30 SIM pack before you can use it on the Play Store.
