It does not need your credit card information. However you need to sign in using Facebook. It's also free forever, "as long as you're actively using it" although there's no definition on what counts activity.
I can't see myself signing up on this one based on some of comments on Hacker News (hence also not posting it as a deal). However, you can do quite a few things with 128MB. Some fun project for example, or learn to set up a server on the Internet.
