If you don't use apps or play games that need a dedicated GPU, get a refurbished 1L desktop and 2x 16GB RAM sticks for your Chrome tabs.

    Use for
    Corel Draw

Just make sure you meet the Corel Draw requirements and maybe add some buffer to it so you can have Corel Draw and Chrome etc open. Generally need a little bit more RAM.

Form Factor Doesnt Matter So Much

Mini PCs don't exactly fit these criteria, this is coming from someone with an ITX build.

The best bang for your bucks for a computer that doesn't need to be able to used for gaming will always be a refurbished ex-lease small form factor computer. Teams/Zoom, Word, email and Chrome was what they were designed to do. Just don't get one that's too cheap/old and can't be fitted with an M.2 NVMe drive of the size you need.
